NTLP applications are available online at www.TeachArkansas.org. Applications are accepted February 1, 2010 through June 1, 2010. Transmittal of the application without submission of ALL required documentation may cause an application to be delayed or denied.
The application process includes completing an online application, and mailing all required documentation (at one time) to the NTLP office.
To apply:
- Gather all required admission documents
- Official transcripts; evaluation of Out-of-Country Credentials (if required)
- Original Praxis I®: Basic Skills Assessment score report
- Original Praxis II®: Content Area Assessment(s) score report(s)
To Access Your Scores Online click here.
Follow the instructions from ETS regarding Praxis II online score reports. Print a copy of this report to submit with the application packet. NOTE: You have only 45 days during which to access these scores through your ETS online account.
- Copy of ASP-122 form and fingerprint card for criminal background check
- Copy of completed DHS Central Registry form.
- Official proof of enrollment for required additional coursework, to be completed by May 31, OR official transcripts showing completion of required additional coursework (completed by May 31)
- original documentation sent to applicant’s home must be submitted with the application packet

- Attend the mandatory orientation and decide whether to continue with the program (instructions are sent in acceptance letter).
- Complete the STAR Teacher Assessment (instructions are sent in acceptance letter).
- After receipt of acceptance letter program fees are to be paid online (between May 24 and June 7).
a.You will not be able to access the payment screen until you have completed the STAR Teacher Assessment.
- Print and maintain a copy of your fee receipt.
- Participants MUST attend a mandatory orientation meeting to be held in Little Rock on Saturday May 22, 2010.
- Site assignments are distributed at this meeting.
- Site facilitators attend this meeting and are available to answer questions and distribute information
- There are two orientation sessions on that day (location TBA). Participants are to attend only one.
- Every effort is made to assign participants to the instructional site (for the first ten days and Saturdays) that is geographically closest to their home based upon the address of residence at the time of application. However, due to size limitations, some adjustment may be necessary.
- The final five days of summer instruction will be specific to the primary license area indicated on the registration form. There will be no site changes made unless the participant is hired in a different area from the primary licensure area.
- It is expected that participants will stay overnight in the Central Arkansas area for these five instructional dates. Housing arrangements must be made by the participant and the participant will be responsible for the cost.

- The NTLP program fee is $1200 per year for each of the two years in the program.
- The fee covers the cost of books, supplies, and instructors.
- The first-year program fee of $1200 is payable in full between May 24 and June 7, 2010.
- NTLP participants are not eligible for grants or scholarships. However, various local Workforce centers have approved some sites for funding. For more information on this funding, please check with your local Workforce office. You will need to meet their eligibility requirements in order to receive assistance. - Payment may be made on-line via credit card or electronic check.
- IMPORTANT - The payment policy has changed this year to decrease the necessity of refunds.
- Do NOT pay the program fee until you are certain you will participate in the program.
- Payment may be made as late as the first morning of Instructional Modules.
- If electronic payment is unavailable payment may be submitted with a cashier’s check or money order with a paper application.
- If an emergency situation necessitates a refund, the program fee (minus a non-refundable $50 processing fee) will be refunded ONLY if:
- the NTLP office is notified in writing that the applicant is withdrawing from the program AND the applicant has NOT attended ANY portion of ANY summer instructional modules.
- Correspondence must be postmarked no later than July 1 for a refund to be processed.
- Please note that refunds may take 6-8 weeks to be issued.

NTLP teachers must complete two years of teaching and preparation within a three year period. If, during the first or second year in the program, the candidate does not have a teaching position, he or she can be “On Hold” for one year (details below).
NTLP requires that teachers be hired in a full-time position (which requires an Arkansas teaching license) and be teaching within their license area. After admission candidates receive an Employment Eligibility Form as verification to a school district that the applicant is eligible to be hired pending the successful completion of all summer modules. This form is to be used during the job search process, copies of which should be submitted with application packets when applying for teaching positions. Upon hire, the original form must be signed by the district administrator and returned to the NTLP office.
Appropriate teaching position:
- Full-time contract, teacher-of-record position
- Position requires a teaching license
- Teaching a minimum of five (5) class periods per day or the equivalent
- Teaching in the appropriate licensure area, based upon assessments
NTL teachers may only be employed by:
- An Arkansas public school district or charter school
- An Alternative Learning Environment (ALE) school only if the NTL teacher is teaching in the licensure area and level indicated on the Employment Eligibility Form e.g., acceptable employment in an ALE would be to teach English full-time in grades 7-12, and teacher is only teaching English to students in grades 7-12).
- An accredited private school, providing the school can assign a Pathwise® certified mentor.
- These mentors and novice teachers do not receive a state mentoring grant.
- An ABC program under the auspices of a school district or educational cooperative
- NOTE: employment in a class for children under the age of 4 is not considered an appropriate placement.
NTL teachers may NOT be employed in:
- A distance learning setting where a teacher is not actively engaged with students
- A position teaching via the Internet (cyber schools)
- A position in the Juvenile Detention facilities or Department of Human Services facilities
- Any setting where the teacher would be required to teach out of the licensure area and/or level indicated on the Employment Eligibility Form.
- An ABC Early Childhood program that is not under the auspices of a school district or educational cooperative
- Any Special Education setting
- A library/media specialist position
- A school counselor position
For any other circumstances, the NTL teacher must contact the NTL office and speak with a Program Advisor to verify that the employment situation is acceptable.
It is the NTLP participant’s responsibility to contact school districts and make application for teaching positions. Acceptance to the program and the Employment Eligibility Form verify that the teacher is eligible for licensing for the upcoming school year (pending completion of the summer instructional modules and clearing all required background checks).
NTLP does not place candidates in teaching positions. Resources for job searches include:
NOTE: Early Childhood and Secondary Social Studies are NOT high need areas. Please be advised that finding a teaching position in either of these areas can be very difficult for NTLP participants.
If acceptable employment is not found by the time the applicant begins the NTLP Summer Instructional Modules, the applicant may choose to either:
- Withdraw the application, in which case the following applies:
- The program fee should not be paid and all application documents will be returned to the applicant
- The applicant will NOT be eligible for a teaching license.
- The applicant may choose to reapply to the program in the future, meeting the requirements that are current at that time.
- NTL Program Fee Refund Policy – Deadline: July 1
- Applicants are given until the first day of modules to pay the fee. They should not pay the fee until they are certain they will attend the instructional modules.
- Refunds will be granted only in emergency situations and ONLY if the applicant has not attended ANY portion of ANY instructional module.
- Requests for refund must be received in writing (e-mail is preferred) no later than July 1, 2010.
- Please allow 6-8 weeks for any requested refund.
OR
- Attend the NTLP Summer Instructional Modules, in which case the following applies:
- The program fee is NOT refundable if the participant has attended any portion of any instructional module
- The applicant may continue to look for and accept a teaching position through September 1.
- As of September 1 if acceptable employment is not found, the applicant automatically goes “On Hold” in the program
- If acceptable employment is found, the applicant receives a teaching license upon completion of summer modules, and submitting the required paperwork (license application and signed employment eligibility form).
- Participants in the NTLP have three (3) years to complete the two year program. If a participant has completed the NTLP Summer Instructional Modules and is unable to find appropriate employment by September 1, the participant would be “On Hold” in the program.
- Individuals “On Hold” do not attend any monthly (Saturday) Instructional Modules, but may continue to search for a teaching position in the appropriate licensure area(s). Once the participant is hired in a full time position he/she would begin attending monthly Instructional Modules in the month employment is gained. He/she is responsible for making up any missed modules. This could result in the program lasting more than two years for some participants. However, under no circumstances could a participant take more than three (3) years to complete the two years of the program.
- Participants may be “On Hold” in the program for one year ONLY, either the first or second year. If the participant does not find employment and by September 1 of the second year had not obtained a teacher of record position, the application is null and void and the participant is administratively withdrawn from the program. The former participant may choose to re-apply to the program in the future starting with year one and meeting all program requirements in place at the time of re-application.

NTLP Instructional Modules address the necessary knowledge and skills required of new teachers to be successful in the classroom. These instructional modules cover the four broad areas of learning (Standards, Assessments, Accountability, Professional Knowledge) that mirror the key components of the mentoring model used for all new teachers. Modules are offered during the summer and on monthly Saturdays over the course of two years.
All assignments and assessments must be successfully completed, with tests receiving a passing grade. Completion of all regular homework assignments is required to successfully complete the program.
Attendance at each NTL Instructional Module is MANDATORY. Attendance is strictly monitored and enforced. Attendance at NTL modules takes precedence over a school district’s professional development activities or school functions associated with the teaching position. Failure to adhere to the NTL Attendance Policy may result in administrative withdrawal from the program.

Beginning with the 2010-11 cohort, participants attend five days of summer instruction that specifically addresses the primary license area identified on the application. These five days are held in Central Arkansas. It is expected that participants stay overnight in the Central Arkansas area for these instructional dates. The cost of lodging is the responsibility of the participant.
Requirements for the Non-Traditional Provisional Teaching License include:
- Be fully admitted into the NTLP with no outstanding testing or coursework.
- Successfully complete the 15-days of summer NTLP Instructional Modules with no outstanding assignments, absences or testing.
- Documentation of appropriate employment teaching five periods per day (or the equivalent) in the primary licensure area.
- Clear both of the required State and Federal Criminal Background checks and the DHS Child Maltreatment Central Registry.
